From October residents in Winchester will be charged if they call out the council to deal with rats and mice. Previously this service was provided for free. The move has been criticised amid fears that infestations will go unreported, leading to an increase in rodent activity in the area, as some people may struggle to meet the new fees. Those on benefits will still be charged but at a reduced rate.
